FOMC Preview

The Federal Open Market Committee holds eight scheduled meetings per year and consists of the seven members of the Board of Governors (appointed by the president and confirmed by the senate), the New York Fed president, who serves as Vice Chairman of the FOMC, and four of the other eleven district presidents, who rotate onto and off the FOMC at the start of each calendar year. In 2020, voting district presidents were Mester from the Cleveland Fed, Kashkari from the Minneopolis district, Harker from Philadelphia, and Kaplan from Dallas. For the coming, the four voting district presidents will be Barkin from the Richmond Fed, Daly from the San Francisco Fed, Bostic from Atlanta, and Evans of the Chicago Fed district. At most, this group could be marginally more last year’s crew but not enough to cause a shift in the central bank’s stance.

Today’s policy statement is due at 14:00 EST (19:00 GMT), followed a half hour later by Chairman Powell’s press conference. At the December 15-16 meeting six weeks ago, descriptive language in the statement regarding economic conditions and outlook were not modified from those in the November statement, but forecasts underwent a quarterly update. Projected GDP growth was put at 4.2% this year, then 3.2% in 2022 and 2.4% in 2023. PCE inflation is estimated to rise to 1.8% this year, 1.9% in 2022, and 2.0% in 2023, and unemployment falls to 5.0% in 2021, 4.2% in 2022 and 3.7% in 2023. Officials expect not to be raising the federal funds rate target of zero to 0.25% “until labor market conditions have reached levels consistent with the Committees’ assessment of maximum employment and inflation has risen to 2 percent and is on track to moderately exceed 2 percent for some time.” Monthly asset purchases will not be diminished “until substantial further progress has been made toward the Committee’s maximum employment and price stability goals.”

At virtually every press conference, Chairman Powell is asked for comments about the role of fiscal stimulus going forward and notes as his predecessors did that fiscal policy is not the Fed’s responsibility but rather that of Congress, to which the Fed is also accountable. The irony here is that Powell succeeded Janet Yellen as Fed Chair, and she is now Treasury Secretary and a main player in shaping U.S. fiscal policy.

Since the last FOMC meeting, the dollar has risen 0.6% against the euro and 0.4% relative to the yen on balance. The 10-year Treasury yield is 10 basis points higher now than then, and the DJIA is up 1.5% net despite a difficult sessi0n this morning. The price of West Texas Intermediate crude oil has climbed 11.2%, while gold has slipped 0.5%.
