FOMC Preview

FOMC policy has become an epitome of predictability in rate-rising cycles. For decades, the Fed didn’t even announce policy changes, and it could take some time to discern that one had occurred by watching open market operations and determining behavior that couldn’t be explained by seasonal and other special factors. Policymakers have come to believe that transparency is a truly good element of policymaking. Signals are given in public comments by FOMC members, delayed minutes of its meetings, statements released immediately after each meeting that contain some form of forward policy guidance, and press conferences with freshly published forecasts after every other meeting. A key piece of information conveyed in the September 26 statement was the deletion of a sentence claiming that policy remains accommodative. With a 25-basis point rate hike taken then, the federal funds rate had finally attained neutral territory.

Endowing rate hike cycles with a regular pattern is another way of attaining policy predictability. In the previous 2004-2006 tightening cycle, the fed funds target was increased at 17 consecutive scheduled meeting, always by 25 basis points, and never changed between planned meetings. Each interest rate in the current cycle has also been 25 basis points in size, and each one of the eight tightenings made so far was done after a meeting that coincided with a scheduled press conference. These quarterly events occur in the final month of a calendar quarter. Accordingly, the eight increases happened in December 2015, December 2016, March, June and December 2017, and March, June and September of this year. This being November, it’s practically a foregone conclusion that the current federal funds target will remain 2 to 2-1/4 percent.

The table below shows U.S. vital market signs at the release time of previous FOMC statements since mid-2004. In two respects, U.S. monetary conditions have tightened since the September meeting. A 15-basis point increase in the 10-year Treasury yield is the largest meeting-t0-meeting advance since that between the first and second meetings of this year. Also, the dollar has strengthened both against the euro and on a trade-weighted basis. On the other hand, an initial swoon in U.S. share prices has been mostly reversed and, most dramatically, the price of West Texas Intermediate crude oil dived roughly 15%.
